According to the data published by the Ministry of Finance, at the end of 2018-19, about 10 lakh central government jobs were vacant. The Economic Times cited the annual report of salaries and allowances for 2018-19, stating that the Ministry of Defense had the most civilian vacancies. About three lakh jobs were vacant in the Ministry of Railways.


According to figures published by the Ministry of Finance, at the end of the financial year ended March 2019, about 10 million civilian jobs were lying vacant in the central government.

Data from the Ministry of Finance show that at the end of the financial year ended March 2019, around one million civilian postings in the central government, or about 22.7% of the total sanctioned posts of about four million, are lying vacant.

Among the major employment generation ministries of the central government, the Ministry of Defense had the most civilian vacancies, of which 60% of the 633,139 sanctioned posts remained vacant.

According to the annual report, the total expenditure of the government on the salary and allowances of civilian employees in FY 2019 was Rs 2 lakh crore, representing an increase of about 7.4% over the previous fiscal year. Five major ministries and departments including Railways, Defense (Civil), Home Affairs, Posts and Revenue accounted for 80% of expenditure and 92% in terms of personnel employed.
